AbstractThe primary purpose of this analysis is to report on the application of a form of advocacy planning in an inner-city community and then determine how much of what has been learned is relevant to other urban settings that need sociopolitical change. The Brownsville Community Council is one of 26 community development corporations created throughout New York City. These corporations are the backbone of community development in New York City, receiving allocations from the Council Against Poverty, a subdivision of the Human Resources Administration of the City of New York. The Advocacy Planning Unit has three primary functions in relationship to the BCC. The first is to assist the BCC in determining and articulating its priorities as an organization. The second function is to devise procedural guidelines that would enable the BCC to capitalize more fully on the resources available to it. Its third function is to advise the community of the pathways through the maze created by government. The Planning Unit assists the BCC in identifying, determining, and articulating priorities. Because it is cognizant of the council's procedures, it can also propose plans that will enable the BCC to tackle problems that it had formerly not been able to undertake. (Author/JM)
