Abstract	A major component of the decentralization concept has been the focus on the participation of community, staff, and students in the process of educational decision making. On June 28, 1971, the Los Angeles City Board of Education mandated that a school-community advisory council be established in every regular elementary and secondary school in the district. To evaluate the performance of those councils, survey questionnaires were sent to all school principals and advisory council chairmen; and to selected council members, parents, teachers, community representatives, and students. This report contains (1) a presentation of the statistical information compiled from all the respondents who returned one of the questionnaires; (2) an analysis of the open-ended response questions in an effort to summarize the many points of view in terms of identified strengths, weaknesses, or recommendations; and (3) an attempt to evaluate council effectiveness based on such factors as council structure, involvement, cooperation, and experience. Based on these three related but separate approaches to an analysis of the data, a number of specific conclusions and recommendations are presented. (Author/JF)
