Abstract	An outline or framework of the stages and steps to be employed in the process of planning a community college. State I is concerned with a survey and program summary for surveying educational needs and planning the education proposal and program. Stage 2 is concerned with the implications of stage I in terms of buildings, sites, and costs. All the major factors bearing on planning will have been analyzed and checked with educators for design of the master plan. Stage 3 produces a viable long-range development plan, together with a schedule of building operations and proportions of costs. A bibliography is included as well as diagrams and charts. (FPO)
