Abstract | This article represents a statistical and analytical survey of the Czech higher education development after 1989, when the higher education institutions attained a high degree of academic freedom and autonomy. It deals with quantitative and structural changes in higher education, staff improvement (including wages as one of the prerequisites for it), new decision-making schemes, changing curricula and organisation of studies, a renewal of research and development at higher education institutions, their evaluation and funding, boarding and accommodation of students, and the position of higher education graduates in the new labour market. The analysis identifies main results and obstacles of this development. The grant funding of research and development, the introduction of funding per student or the raising economic value of higher education in the labour market may be quoted. The still lasting problems result from some gaps in the Higher Education Act of 1990 - e. g. its fail to provide opportunity for establishment of non-state and non-university type institutions, or the unbalance of decision-making powers and responsibilities of higher education institutions.
