Abstract | The aim of this article is to survey the central issues and trends of Finnish educational policy and the notion of Bildung. 'Equality', 'Generality' and 'Accessibility' are the important principles of Finnish educational and Bildungspolicy, which can be traced back to the 19th century. The development witnessed in the last few decades can be seen as the cultural and educational project of the Finnish welfare state that began in the 1960's and to which the entire political system and the bodies responsible for public educational policy and schooling were committed to. The general atmosphere within educational policy has begun to change in the past few years. Even though the Finnish education system based on welfare state views has been successful, it has recently been questioned in the thoughts of neoliberalism. This has had an influence on, for instance, the interpretation of 'educational equality'. (DIPF/Orig.). |
