Abstract | [The author] extends the analysis of Finnish higher education policy by looking at the two internationalisation strategies that took place from the 1980s to the 2000s. The 'first-generation internationalisation strategy' was targeted at responding to the urgent need for new competences in the Finnish labour market. the 'second generation internationalisation strategy' was formulated to assess and respond to the challenges of globalisation, the evolution of EU education policy, the Bologna process and the emerging international education market. A hallmark of the second-generation strategy was the notion that the international higher education scene was moving form a 'learning from each other' approach to a more competitive one.
