Abstract | Transition countries are subject to reform, reconstruction or renewal, inevitably assisted by international agencies, donors and experts. For the latter' s programmes and terms of reference (TOR) and for government policy, evaluation of where an education system sits and where it needs to go come to the fore. The article tries to analyse for one education sub sector (vocational education and training - VET) the possibilities and dilemmas in undertaking "an assessment" prior to reform in order to crystallise policy and determine operational priorities.
