Abstract	This report explores the ways in which many countries are moving towards the co-ordination and integration of their human services to meet the needs of children and families said to be at risk. The drive is for services which are preventive and remedial, effective, efficient and economical. The study, as a whole, analyses change at four levels. First, laws and policies; second, strategic level decision-makers; third, service co-ordinators; and fourth, the professionals who supply the services on the ground and their clients. The work covers the pre- school, school age and transition to work periods. The report is divided into three parts. In the first, a synthesis of information from country reports, case studies and literature reviews, from Europe, and Australia is given. In the second part, case studies of good practice in Australia, Canada, Finland, Germany, Netherlands, Portugal and the United States of America are summarised and in the third developments in countries' laws and policies are described.
