Abstract	The development of social science higher education is characterized as pivotal to the establishment and maintenance of free market economies and democratic societies in Central and Eastern European countries. For this purpose have to be established government systems and social institutions which remain responsive to the needs of society. This requires profound change in social science higher education. The Civic Education Project (CEP) therefore undertook a needs assessment study of social science higher education. It is based on surveys of university administrators, over 500 university teachers, and almost 1,300 students in 9 countries - Bulgaria, Estonia, Hungary, Lithuania, Poland, Romania, Russia, Slovakia, and Ukraine. Some of the preliminary findings of the study concerning the influence of foreign programs, the use of Western materials, and teaching methods are presented in this paper. (DIPF/St.).
