Abstract | The 8 acticles of this volume are arranged in three parts: Part I "New perspectives on educational equity" contains articles about: 1) The (US- federal) state's higher education system as a mediating variable for college completion. 2) The equities in the schoolhouse (definition and meaning of the concept "equity"). Part II "Improving governance and service delivery" has chapters about: 1) State policies toward cities and urban school systems: fiscal impacts of the new federalism. 2) Effects of state funding strategies on opportunities for the disadvantaged. 3) The risks of dropout in the phases of the school transitions of pupils. 4) The role of parents and professional educators in California's policy to abandon curricular differentiation (tracking). 5) Restructuring schools and systemic reforms seen from a "new institutionalism" perspective.
