Abstract | This article considers the past, present and future of higher education and the role of distance education in Central and Eastern Europe ( CEE), with particular reference to Hungary. ... The inherited structure and methods of higher education common to most former socialist states are described. In particular, two modes of delivery - full-time education of younger students and the consultation method of distance education for mature students - are summarised. Progress in reforming higher education in CEE and Hungary is reviewed and steps for the creation of appropriate structures and the implementation of distance education are outlined. There is a degree of consensus regarding the elements of structures which underlie the activities connected with the EU-PHARE multicountry project for cooperation in distance education development in CEE. A scenario for a flexible higher and continuing education system providing mixed modes of study is presented. The gap between a fully-operational, large scale and flexible system and these structures is considerable. In conclusion, some underlying paradigms and research issues are discussed. (DIPF/orig.) |
