AbstractJobs-Plus is an intensive, place-based initiative for increasing employment among public housing residents. Closely aligned with the goals of the 1998 federal Quality Housing and Work Responsibility Act of 1998, Jobs-Plus aims to transform public housing communities by increasing employment among residents. Tests of this new employment approach with diverse populations are underway in these five cities: Baltimore, Chattanooga, Dayton, Los Angeles, and St. Paul. Most of the public housing residents had limited education, employment, and income before Jobs-Plus. The Jobs-Plus approach includes employment-related services and supports, enhanced financial incentives to work, and a community support for work component. Each of the Jobs-Plus sites have made strides in instituting each of the three program components. Now that the initial stages of program implementation have been completed, the sites are working to strengthen case management and better integrate the three program components, as well as to improve coordination between Jobs-Plus and the welfare and workforce development systems. The lessons derived from the Jobs-Plus demonstrations should foster a deeper appreciation of the challenges involved in creating a comprehensive employment initiative targeted at public housing residents and offer guidance on how to achieve high levels of employment.
