Abstract | This report discusses assessment and placement policies for developmental education in the Massachusetts Community College System. Since 1989, officials at community colleges across the state have implemented a series of assessment practices in reading, writing, and mathematics to assure correct placement for incoming first-year students. To clarify the missions of these practices and to improve their effectiveness, the Massachusetts Community College Developmental Education Committee (MCCDEC) was created, bringing together administrators and faculty from the state's 15 community colleges. MCCDEC undertook the task of identifying current practices and developing comparable models of assessment and developmental education that would be recommended for implementation at all of Massachusetts' community colleges. This report describes the committee's process, including its survey of current practices at colleges, and places the Massachusetts system in a national context. Recommendations for effective developmental education and assessment in reading, writing, and mathematics are provided. Appendices A through G include an analysis of survey findings, questionnaire, membership list of the MCCDEC, math skills considered to be developmental by the community colleges, glossary of terminology used, best practices, and the Institute for Higher Education policy.
