AbstractThis journal issue highlights examples of state and local child care advocacy strategies that have resulted in positive legislative change or increased funding for low-income child care. Legal constraints on lobbying by nonprofit or public agencies due to limitations imposed by the U.S. Internal Revenue Service and public and private funding requirements, and suggestions for building community support, accessing funds for advocacy campaigns, and fostering media and legislative interest in child care, are provided. The issue profiles successful advocacy efforts conducted by: (1) the Greater Minneapolis Day Care Association (Minnesota); (2) the Montana Low-Income Coalition; (3) the Rhode Island Department of Human Services; (4) Pennsylvania Association of Child Care Agencies; (5) the Justice, Economic Dignity, and Independence for Women (JEDI Women) group in Utah; (6) the Center on Budget and Policy Priorities in Washington, D.C.; (7) Coleman Advocates for Children and Youth in San Francisco (California); (8) the North Carolina Partnership for Children; and (9) Central Pennsylvania Legal Services. The issue also features a discussion with Congresswoman Nancy Pelosi of California about her views on child care and her suggestions for approaching legislators. (MDM)
