AbstractThis paper reports on an ongoing 3-year project which has worked with three school sites to identify program and staff needs and then develop a tailored intervention to improve program services for adolescent students with severe emotional disturbances (SED). Necessary characteristics of effective transition programs for this population are discussed, including school-based location, interagency involvement, specialized staff training, attention to multiple problems simultaneously, fundamental academic instruction, social skills training and support, and emphasis on functional life skills and vocational preparation. The three sites, which served a total of up to 20 students at each site, each fall, each developed tailored vocational programs with project support. Program development involved needs assessment, inservice training, individual site training and support, and ongoing consultation. Evaluation data gathered on the programs, staff, and students (N=67) indicated that the development of community work experience components was the most significant programmatic change. During the last year, the project will provide technical assistance in the establishment of a computerized data system, support for SED students mainstreamed in rural schools, and expansion of a consultative model.
