Abstract"Autonomous" and "ideological" models of literacy are discussed in the context of the literacy-culture-politics relationship. Assumptions underlying literacy, nationalism, assessment, and the links among them are questioned, and approaches to alternative assessment procedures are considered. Arguments about the formation and reproduction of the nation-state proposed by scholars such as Gellner and Anderson are examined and their relationship to theories about literacy are suggested. Two further sets of literacy relations are then described: the relationship between literacy and pedagogy, and the relationship between literacy and orality. It is proposed that the question "Why assess?" can be answered in terms of the analysis of the broader issues involved in the literacy and nationalism debate. The question "How to assess?" is integrally linked to the association between literacy and pedagogy. Finally, the question "What to assess?" depends upon answers to the questions raised by new conceptualizations of the link between orality and literacy. Contains 48 references.
