Abstract | This report presents observations and suggestions from members of the Commonwealth Standing Committee on Student Mobility concerning the potential for collaborative initiatives in providing educational services. An assessment is provided of the last 5 years of work by the Standing Committee in improving student mobility and student access and strengthening higher education cooperation. Next, the need for collaboration in distance education and open learning is discussed and reviewed. Three recommendations for action are proposed: (1) the creation of a Commonwealth Fund for Higher Education Cooperation; (2) the need for Commonwealth cooperation in areas such as staff training, the acquisition and delivery of teaching materials, promoting and commissioning teaching materials, and local support services to students; and (3) the need for further specialist advice on the structure and working arrangements of future Commonwealth efforts in distance education and open learning. Included in the report is the opening address of the Commonwealth Secretary General. Appendices include commentary on the current status of Commonwealth student mobility, a summary of recommendations, and recent developments in selected countries. (GLR) |
