AbstractWhat has in the past been called the missing children problem is in reality a set of at least five distinct problems, each of which needs to be researched, analyzed, and treated separately. The problems are family abductions, nonfamily abductions, runaways, thrownaways, and lost, injured, or otherwise missing children. Many of the children in at least four of these categories are not literally missing. Caretakers know where they are. The problem lies in recovering them. Because of definitional controversies and confusion about the concept of missing children, public policy still needs to clarify the domain of this problem. Family abduction appears to be a substantially larger problem than previously thought. The runaway problem did not appear to be larger in 1988 than at the time of the last national survey in 1975. More than a fifth of the children who have previously been termed runaways should actually be considered thrownaways. They constitute a large group of literally missing children who have not been adequately recognized by previous research and policy. These children are missing because they got lost, were injured, or miscommunicated with caretakers about where they would be or when they would be home. (RH)
