AbstractThis report presents findings of a three-year evaluation of West Virginia's Community Work Experience Program (CWEP), which requires public service in exchange for welfare payments by able-bodied recipients of Aid to Families with Dependent Children (AFDC). Overall findings indicate that the state has succeeded in its principal objective: providing a substantial number of welfare recipients with productive, long-term work experience. Part One of the report contains two chapters: an introduction and Chapter 2, discussing the nature of the CWEP jobs for both the AFDCs (family heads) and AFDC-Us (Unemployed Parent category) as well as participants' and their supervisors' views of the value of work and participants' attitudes about the work-for-benefits requirement. The balance of the report is divided into two more parts. Part Two presents the findings of the CWEP study for women, and Part Three contains the evaluation of CWEP for men. The first chapter of each part (Chapters 3 and 7) describes the research design, sample, and data sources; the second (Chapters 4 and 8) considers the different participation patterns; and the third (Chapters 5 and 9) analyzes impacts. The fourth chapter (Chapters 6 and 10) discusses the benefits of the program relative to its costs for each group. Supplementary tables are appended. (YLB)
