AbstractThe study described in this report included a statewide collection of baseline information on career/vocational counseling and placement training needs in Michigan. The study sought to determine the need for a statewide career/vocational guidance and job placement training and development center for public secondary and postsecondary counselors, job placement and career resource personnel; preservice and inservice training needs; and possible alternative methods and costs of meeting the needs identified and described. Data were gathered through four separate questionnaires administered to a total of 1,300 persons in these four groups: career/vocational counselors, job placement specialists, career resource center specialists, and administrators. The survey results showed that those questioned perceived a high level of the following needs: training in microcomputer technology, inservice training, nonschool resources, new written materials, clerical help, and smaller counselor/student ratios. The findings also revealed a high interest in a number of services that could be provided through a training and development center: inservice training, monthly newsletter, information, guides, and resources. Further, the findings demonstrate both a strong need for such a center and a high level of intended individual/institutional use of a center. The study also found that those practitioners surveyed perceive that their strengths are in serving students whose backgrounds and ability tend to make them competitive in the academic tasks, while they are not helping those students who want to move into the labor market and those who may be less successful in school. In addition, the survey found differences in the perceptions of strength and weakness ratings between counselors and career resource and placement personnel. Recommendations are presented for addressing each of the needs identified by the survey. Twenty-nine tables and 36 figures supplement the text. Extensive appendixes include the survey questionnaires, lists of Advisory Committee and Field Review Team members, and the Secondary Statewide Forum agenda with list of participants. (KC)
