AbstractThis report provides expert opinion on the problems of fetal alcohol syndrome (FAS) and ways to inform the public of teratogenic risk of alcohol consumption during pregnancy. In the absence of firm evidence that moderate drinking of alcoholic beverages leads to FAS and uncertainty concerning the effectiveness of labeling of alcoholic beverages, a decision on these problems was made by the Department of the Treasury, Bureau of Alcohol, Tobacco and Firearms. It was decided that the Bureau would work with appropriate federal agencies, with members of all segments of the alcoholic beverage industry, and with other interested groups to develop and implement a program of public education rather than require product labeling at this time. The report includes summaries of experts' comments and an outline of the plan of action to educate the public. Addenda to the report include a review of scientific findings related to alcohol ingestion and fetal outcomes, plus the full texts of the experts' reports. Extensive references to the related literature are included. (Author/RH)
