AbstractComparing or estimating the costs of educational projects by merely using cost-per-student figures is imprecise and ignores area differences in prices. The resource approach to cost analysis begins by determining specific physical resources (such as facilities, staff, equipment, materials, and services) needed for a project. Then the cost of these resource requirements is estimated and totaled. This approach is useful for practitioners in determining the cost of implementing a project in their districts and for those desiring to compare cost information across projects and across districts. The resource approach generates two types of cost estimates--the "project comparable cost" (PCC) and the "district specific cost" (DSC). To calculate the PCC, the same standard prices are used to calculate the costs of similar resources in all districts. To calculate the DSC, practitioners use the prices for resources in their own districts. The PCC is used in comparing the costs of projects in different areas while the DSC is used to compare or estimate the costs of projects within a district. An illustrative example of project cost estimation is provided. (Author/JM)
