AbstractA study was conducted to identify those characteristics of vocational education research applications (submitted to the U.S. Office of Education) which are related to judged quality as determined by a panel of raters. Three hundred fifty-three applications were included in the study and each was reviewed by a panel of experts. Twenty-three hypotheses were formulated concerning potential characteristics which might influence ratings of applications. Results of the reviews and data analysis showed statistically significant differences in the ratings of applications which had sixteen particular characteristics as compared to those that did not. When a forward elimination procedure was used to determine the independent contribution of characteristics associated with judged quality, thirteen characteristics emerged, some of which follow: submission of an application by a state department of education, supporting letters of endorsement, enumerated objectives, and number of pages devoted to discussing the approach to be used in achieving project objectives. The study concluded that there is a significant relationship between application characteristics and evaluator ratings, and that certain factors beyond the control of the applicant a priori have major effects. It was recommended that evaluation ratings be standardized, and that detailed guidelines be developed and seminars provided to facilitate preparation of more competitive applications. (BL)
