Abstract | The major educational reforms enacted in Sweden during recent decades have been part of a general effort to broaden the content of democracy and to bring about a more equitable allocation of affluence, influence, and opportunities of cultural experience. The time has come for the fulfillment of the comprehensive school and upper secondary school reforms by the opening of higher education to new groups in society. Not only must admission requirements be revised, but also the content, organization, and geographical location must be planned with new objectives in mind. Priority must be given to the question as to how higher education is to be distributed between different groups, regions, and educational fields to care for the educational needs of individuals and of working life.
