AbstractIt is the purpose of this Act to provide job training and employment opportunities for economically disadvantaged, unemployed, and underemployed persons, and to assure that training and other services lead to maximum employment opportunities and enhance self-sufficiency by establishing a flexible and decentralized system of Federal, State, and local programs. Title 1 establishes a program to provide unemployed and underemployed persons with comprehensive manpower services throughout the nation. Title 2 provides transitional employment in jobs providing needed public services in areas of substantial unemployment and, wherever feasible, related training and manpower services to enable such persons to move into employment or training not supported under this title. Title 3 deals with special Federal responsibilities: (1) special manpower target groups, and (2) research, training, and evaluation. Title 4 establishes a Job Corps for low-income disadvantaged young men and women, setting forth selection standards and procedures, authorizing establishment of program centers, and determining other responsibilities. Title 5 establishes a National Commission for Manpower Policy which will have the responsibility for examining these issues, for suggesting ways and means of dealing with them, and for advising the Secretary on national manpower issues.
