Abstract | External degree programs can benefit American higher education, but they also promote the danger of fraudulent degree mills. This document offers a discussion of this potential problem that includes: (1) an historical review of degree mill activities; (2) the role of the federal government in this problem; (3) the role of the courts; (4) state statutory provisions; and (5) state agency-administrative actions. State action to remedy the problem of degree mill activity must come through stronger state laws and budgetary support for administering agencies. In addition, the Council of State Governments should work to promote uniform state legislation and a federal agency is needed to control the international dimensions of the degree mill problem.
