Abstract | In 1998 the Finnish Parliament started a large evaluation project with the purpose of examining the impact of ICT on education. This article focuses on a description of the evaluation methods and theoretical background of the measurements in an attempt to present the main results of the review in the area of teacher education. The results are reflected from two perspectives. The first viewpoint is how ICT in teacher education will promote or resist the development of democracy in a society. The second perspective is to consider empirical results as cultural. The aims of this article are to elaborate a theoretical concept model for technological learning environments and a democratic society and to seek the kind of cultural change in teaching and learning that is needed in teacher education.
