Abstract | The first part of the document presents fundamental political ideas and commitments for an understanding of current university policy debates on internationalization in Austria. The second part gives an overview of national policy for the internationalization of higher education which shifts from target countries and transnational regions as the European Union, Central and Eastern Europe, USA, Canada and Latin America, and developing countries to national target groups. There are briefly described different instruments to promote cooperation as well as enhance mobility for students, graduates, scholars and scientists. Agreements on cooperation were made on a governmental level with many states within and outside of Europe. In the late 1980s Austria began to participate in European mobility and research programmes, and since the early 1990s many Austrian higher education institutions have been involved in the development of international curricula. Part three deals with procedures of establishing science and research policy when a special department for international affairs was founded at the Ministry of Science and Research in order to promote and coordinate the processes of internationalization. This is followed by part four concerning implementation of policy. Part five reviews the major changes in higher education and research systems, and finally part six summarizes the impact of internationalization on policy-making. (DIPF/St.). |
