Abstract | The first five chapters deal with the background and over all aspects of why monitoring is conducted, how it can be done, the purposes and organization of education indicator systems, the role of international comparisons in monitoring, what performance standards mean, and what approaches to standard setting exist. These chapters are mainly descriptive. The next seven chapters deal with the methodology of standard setting and performance assessment, and are more technical in their orientation. They explain issues in the monitoring of cognitive and affective procedures and methods for the setting of cut-scores for standards, and discuss their advantages and disadvantages, depending on the circumstances and purposes for which the standards are to be used. These chapters also offer many insights into how performance standards are set and used in the assessment of educational progress in the United States, a country where there has been monitoring for nearly three decades, and where the issue of standard setting is now at the forefront of the debate.
