Abstract | The First Steps Domestic Violence Program (First Steps) was developed to address the mental health needs of infants and toddlers entering a domestic violence shelter. When domestic violence occurs, the primary caregiver's ability to help restore a sense of safety for the infant--through regulation of the infant's emotions, sleep, arousal, and attention--helps determine potential long-term impacts on the young child. The First Steps program blends an educational home visiting program with elements of parent-child interventions based on the work of Alicia Lieberman and Patricia Van Horn, with the overarching goal of supporting the relationship between the caregiver and child.
