AbstractRacial and ethnic disproportionality in gifted education is a persistent and perennial inequity in many school districts. This report describes the root causes of this disproportionality and discusses ways in which this issue can be addressed. Whereas most of the attention has been paid to assessment, specifically the use of nonverbal tests to identify gifted students, this report argues that implementing talent development measures is key to increasing the numbers of racially and/or linguistically diverse students in gifted education. Because socioeconomic status has a substantial effect on a child's linguistic and intellectual development, talent development strategies that shore up academic deficiencies from a young age hold promise over strategies that merely aim to provide a nonbiased assessment of ability. To give the reader a purview of the different talent development measures, several successful programs are described. The report concludes with a list of recommendations for district leadership.
