| Abstract | "Measuring Up" is the fifth report in a biennial series of reports produced by the National Center for Public Policy in Higher Education. The purpose of "Measuring Up" is to evaluate state and national progress in providing education beyond a high school diploma through the bachelor's degree. Doing so allows each state to make comparisons nationally. States are evaluated in five areas: preparation for college, participation, affordability, completion, and benefits. The report is created to provide policymakers and the public with non-partisan information about state progress in higher education. (Contains 23 exhibits.)
