AbstractThrough offering insight into different approaches to quality assurance, with input from those who provide leadership in post-secondary education in British Columbia and Canada, this project's goal is to recommend whether Canadian jurisdictions should consider a new quality assurance regime, and to provide potential new models to consider in that context. The strategic focus of this goal is to outline a system that has the potential to address emerging credential recognition issues in Canada, and provide a foundation for the continuing global recognition of the quality of Canadian institutions of post-secondary educations, their credentials, and their graduates. The report consists of eight main sections. The first provides background information substantiating the report's approach, including a review of the traditional degree-granting paradigm in Canada and institutional and degree typologies emerging to challenge traditional practice. A second section outlines the assumptions, concepts, and methods undertaken in producing the report. The third section of the report includes a description of a general model of post-secondary quality assurance systems and examples from different international jurisdictions where variations on this model are evident. In the fourth section, the review turns to quality assessment mechanisms currently in place in Canadian postsecondary education. Survey findings are reported in the fifth section, followed by discussion and analysis in the sixth section. The seventh section outlines recommendations and presents potential models for quality assurance regimes in Canada, weighing benefits and shortcomings of each. The report concludes with a synopsis of the study and recommends short-tern and long-term goals towards implementing a national system of institutional quality assurance. Six appendixes are included: (1) Invitation Letter/ Consent Form; (2) Web-Based Questionnaire; (3) Survey Areas of Questioning Defined with Examples of Questions; (4) Explanatory Tables for Problem Identification, Attitudinal, and Awareness Indexes; (5) Criteria to Become an Institutional Member of the Association of Universities and Colleges of Canada; and (6) Association of Universities and Colleges of Canada Principles of Institutional Quality Assurance in Canadian Higher Education.
