AbstractThis paper synthesizes information from the March 2000 report, "Increasing the Participation of Special Needs Students in NAEP" (National Assessment of Educational Progress). Background information includes the development of the NAEP program since 1969 and the 1996 development of criteria to guide schools in deciding on the participation of students with disabilities and the use of test accommodations. It notes requirements under the 1997 amendments to the Individuals with Disabilities Education Act that children with disabilities be included in general state and district-wide assessment programs. Standards in the report for excluding and including students with disabilities are summarized, as are accommodations and adaptations for students in the NAEP assessment. Research considerations in using NAEP data to analyze multi-year trends are discussed. Overall findings of the report are summarized for the following: (1) characteristics of participating students with disabilities; (2) effect of 1996 changed inclusion criteria on participation; (3) the use of accommodations; (4) effect of the use of accommodations on participation; (5) students excluded from the 1996 NAEP; and (6) effects of policy changes on NAEP scores.
