Abstract | To administer a program to assist schools and libraries in acquiring modern telecommunications services, the Federal Communications Commission (FCC) directed the creation of the Schools and Libraries Corporation (the Corporation). Recommendations were made in July 1998 by the General Accounting Office for the Corporation to take certain actions to strengthen its operations before any funding commitment letters were issued to applicants. This report assesses the Corporation's progress in implementing these recommendations and highlights additional issues that need to be monitored as the program moves forward. Following a results-in-brief section and a background discussion on the program administration and application process, actions taken to implement key operational recommendations are highlighted. Other management challenges which will need close attention are then outlined. The scope and methodology and agency comments are also included. (AEF) |
