Abstract | This guide explains the Government Performance and Results Act (GPRA) as it is being implemented by the Department of Education's Office of Higher Education Programs (HEP). It is intended to assist HEP grantees understand the requirements and implications of GPRA, advise them of the benefits resulting from effective planning and performance measurement, and provide a basis for improved collaboration between grantees and the HEP staff. The GPRA requires each agency to provide Congress with the public sector equivalent of a business plan, specifically a strategic plan covering five years, an annual performance plan, and an annual report on program performance. The GPRA differs from previous management reform initiatives in that it uses the federal budget as the vehicle for accountability and it is established by law. Following an introduction, the first section explains the law's background and requirements. The second section covers performance measures, how HEP is organized, and how performance is assessed, including project monitoring, program assessments, and program evaluations. The third section addresses the role of the grantee and includes a glossary and a list of area representatives. (DB) |
