Abstract | A project was conducted for two purposes: (1) to produce a new edition of the Pennsylvania Staff Handbook for adult literacy educators and to test whether increased involvement of adult basic and literacy practitioners in the state in the planning and evaluation of the new edition would increase the likelihood of meeting the needs of the target audience more effectively than the last edition; and (2) to produce detailed descriptive lists of professional competencies for teachers in the areas of adult literacy, adult basic education, and English as a second language based on information gathered from a variety of sources, for potential use in implementing a formalized system for promoting documentation of such competencies among adult basic and literacy educators in Pennsylvania. A field focus group provided reactions to the 1992 edition of the staff handbook and an editorial board reviewed handbook content. A literature review was conducted to produce the competency lists. Based on a comparison of the overall ratings given to the two editions of the staff handbook by the field focus group, along with a comparison of the number of lower- and higher-rated articles in both editions, there is evidence to conclude that the 1995 edition better meets the needs of literacy educators in the state than did the 1992 edition.
