AbstractDuring Fiscal Year 1991, Florida's Division of Vocational, Adult, and Community Education (DVACE) provided programs, services, and activities funded under Titles II-A, II-B, IIIA, and IIIB of the Carl D. Perkins Vocational Education Act. DVACE expended funds for development of vocational education opportunities to meet needs of special populations. Increases were reported in enrollments in postsecondary/adult vocational programs of students with handicaps (34%), limited English speaking students (30%), disadvantaged students, adult students (26%), single parents/displaced homemakers, and students enrolled in nontraditional programs. Significant DVACE achievements in vocational education program improvement, innovation, and expansion included the following: implementation of the Florida Constructive Youth Program for economically disadvantaged youth; initiation of the Technology Education Lab/Southern Regional Education Board pilot programs; development of a Master Inservice Plan for Vocational Educators; technical assistance on integration of academic and vocational education; dissemination of a Strategic Plan for Vocational, Adult, and Community Education; and material development to implement the Blueprint for Career Preparation. Community-based organizations received assistance for development of programs, services, and activities to enhance participation of severely economically and educationally disadvantaged youth. Consumer and Homemaking Education received funds for instructional programs and services that benefited 125,944 students. (Appendixes include student enrollment table, descriptions of exemplary programs, and topic index. Contains 15 tables/graphs.) (YLB)
