Abstract	Despite substantial government investment in education in developing countries over the past 4 decades, progress has been uneven and large groups still have very limited access. Since the public sector is unlikely to ameliorate this situation, many countries see an increasing role for the private sector. This paper summarizes current knowledge about private finance and educational management and draws implications for the public policies that will shape the private sector's role over the next decade. Chapter 1 discusses the proportion of total private education enrollments in developed and developing countries and explains why this proportion varies widely from one country to another. Chapter 2 examines the available international evidence concerning differences between public and private schools and universities, focusing on variables such as cost, product mix, quality, and efficiency. Chapter 3 examines in some detail the wide variety of public policies toward the private sector, highlighting issues and problems related to fee financing, public subsidies, government controls, and potential religious, racial, or socioeconomic segregation of the student body. A checklist of questions for policy makers is included, along with tentative conclusions about the proper use of scarce public funds and the role of private-sector funding in education. (MLH)
