AbstractIn 1991, the Office of Research and Planning of the Los Rios Community College District (LRCCD) analyzed data provided by the California Postsecondary Education Commission to compare the district's transfer rates with statewide trends in transfer to the University of California (UC) and California State University (CSU). Major findings, for the academic years 1989-90 and 1990-91, included the following: (1) statewide transfers to UC increased by 4.0% over 1988-89 figures, then rose another 23.0% in 1990-91; (2) for Los Rios, transfers to UC decreased 14.5% (n=407) in 1989-90, then increased 11.8% (n=455) in 1990-91; (3) Los Rios ranked seventh among districts in the state in numbers of UC transfers during both academic years; (4) statewide transfers to CSU increased 0.7% in 1989-90 over 1988-89, followed by an increase of 2.1% in 1990-91; (5) for LRCCD, transfers to CSU decreased by 4.0%, from 2,229 in 1988-89 to 2,140 in 1989-90, then increased by 8.7% to 2,326 in 1990-91; (6) LRCCD ranked second among districts statewide in the numbers of CSU transfers during both academic years; (7) the use of fall-only data would have resulted in a 25% undercount of statewide transfers to UC (compared to 20% for LRCCD), and a 38% statewide undercount to CSU (compared to 35% for LRCCD); (8) comparing fall-only data, all ethnic minority transfers to UC had decreased in fall 1989, while all those except Hispanics had increased in fall 1990; and (9) comparing fall-only data, the numbers of Black, Hispanic, and Filipino transfers to CSU had increased in fall 1989, while in fall 1990, all ethnic minority transfers except Blacks had increased. Findings suggest that efforts to improve the transfer process, such as intersegmental cooperation and transfer programs, have begun to produce increased numbers of transfers. An appendix provides historical data on transfers, and ethnicity of transfers for each college within the LRCCD and for the district as a whole for 1986-1990. (JSP)
