| Abstract | This paper considers the problem of validating placement procedures or, more precisely, of determining their educational appropriateness. At issue is determining whether a test score serves the particular educational function it was designed to serve (for example, course placement), and whether it does so in an economical way. These determinations are made using an extension of the decision theory methods developed by L. J. Cronbach and G. C. Gleser (1965) and by N. S. Petersen and M. R. Novick (1976) in the context of recent ideas about validation. Methodological issues in quantifying system effectiveness are then examined and illustrated. The discussion covers types of placement selection rules, validating such rules, the plausibility of assumptions underlying M. Kane's (1987) validation paradigm associated with the use of entrance examination scores (American College Test) combined with high school grades, selection rules based on grade predictions, a decision model for validating placement rules, and determination of the effectiveness of remediation. An example is provided that is based on the American College Test scores, self-reported high school grades, and freshmen English course grades of students at a public university (N=5,609).
