Abstract	This volume makes available to modern audiences the first of four major 20th-century reports dealing with adult education in England and Wales. It contains a facsimile reprint of the second, revised edition of the original 1908 document, with supporting essays by four well-known adult educators. The first two essays set the scene for the making of the report; the other two reflect on the report from the present day. An introduction (Sylvia Harrop) highlights both the issues involved in the making of the report, including the role of government, and the reasons why working-class men and women are largely absent from higher education 80 years later. "The Making of the Oxford Report" (Bernard Jennings) sees as the main issue behind the report the demand from working men for higher education. "The 1908 Report: Antidote to Class Struggle?" (Roger Fieldhouse) presents an opposing viewpoint and chronicles efforts by governments, judiciary, and employers to break socialist forces from the 1880s onwards. "The Report in Retrospect" (W. E. Styler) presents a perspective from personal experience. "The Cost and Value of Higher Education to Working-Class Women" (Jane Thompson) looks at the situation from the viewpoint of the almost overwhelming obstacles faced by working-class women trying to enter what is still a predominently male preserve. The text of the report follows. It addresses educational movements affecting workers, the Oxford University Extension Movement, the demand of workers for university education, and establishment of tutorial classes. (YLB)
