| Abstract | A consortium of Elliott , Rowan, and Morgan Counties (Kentucky) received a grant from the Kentucky Department of Education to demonstrate methods by which existing and future gifted and talented programs may be evaluated. A Multiattribute Utility Model was adopted, because the model avoids the pitfalls of an experimental method while providing decision makers with the information necessary to increase the impact these programs will have on gifted students and the community. The purpose of this project was to provide the basis by which continuous, systematic evaluation may become part of the Gifted and Talented Program. This method of program evaluation involves five steps: (1) identifying program goals; (2) weighting program goals; (3) soliciting prior estimates of goal attainment; (4) measuring goal attainment of evaluated goals, including identification, availability, adequacy of staffing, adequacy of evaluative structures, time on activities, counseling, cognitive objectives, affective objectives, creativity objectives, non-participant perceptions and accelerated course credits; and (5) computing the final utility. Five tables and seven figures summarize evaluation data from the three counties. This evaluation project is a step in establishing an ongoing evaluation program in these three counties. The significance of the project is limited if the participants fail to use these results as a stepping stone to an ongoing evaluation system.
