Abstract | This paper is designed to assist city staffs and transportation agencies in organizing effective community involvement programs. The role of nontechnical information in the decision making process is addressed first, to help professional engineers and planners consider its importance in planning and implementation. In a chapter on value clarification, leadership skills for group meetings are described. The paper also outlines a process for developing an actual community involvement plan. Techniques discussed include publicity and information distribution, public meetings, advisory groups, flow of information to and from the public, conflict management, and relationship building. Work sheets and checklists are included as aids in this process. A rational planning model for implementation is described. Finally, an extensive list of involvement techniques is presented. These techniques are discussed individually so that planners can choose those best suited to the planning situation. A public meeting checklist is appended. (Author/KC) |
