Abstract	Because of the decline of farm population and family farms, the increase in energy-intensivity, and concentration process in agriculture, a rising tide of criticism has focused on the land grant system and its role in encouraging scientific applications supporting these trends. A study was conducted to develop a strategy that would change agricultural research priorities at the University of California and yet remain within the existing network of agricultural organizations, the United States Department of Agriculture, and the land grant complex of colleges. The strategy that emerged included a number of specific goals, including (1) reducing the energy consumption in agriculture, (2) halting the decline in the number of farms, (3) supporting self-production of food, (4) equalizing income within the agricultural producing sector, (5) reducing chemical applications in agriculture, (6) holding food quality constant or improving it, (7) holding food prices constant, and (8) limiting further concentration in agricultural production. Key elements of this strategy include prioritizing social and research goals, providing the appropriate agency with time to generate research to fulfill these goals, and attaching limited but distinctive penalties to the failure to develop research trajectories in keeping with the goals. This document also presents a procedure for assessing the research contribution through social impact assessment and examines the difficulties of developing change strategies. (Author/DS)
