AbstractThe hiring of foreign teachers by Canadian universities is examined. The characteristics of newly appointed teachers at Canadian universities in the early seventies are presented, with particular emphasis on their citizenship, legal residence status, previous employment, and former country of residence. During the period 1962-1963 through 1975-1976, about 60 percent of newly appointed university teachers have been Canadian citizens. During the past four years, close to 80 percent of new appointments have gone to Canadian citizens or landed immigrants of long standing. The non-Canadian component includes three distinct sub-groups: landed immigrants who have been in Canada for a number of years, most of whom did graduate work in Canada; landed immigrants who obtained this status in conjunction with their appointment; and non-immigrant foreign teachers with an employment visa or ministerial permit. Foreigners with employment visas are often hired on a temporary basis to replace permanent Canadian faculty on sabbatical or educational leave, frequently for only one semester. Universities are now required to submit proof that no qualified Canadian or landed immigrant of long standing is available and that the position was properly advertised in Canada before employment visas are issued. Considerable data on the characteristics of newly appointed university teachers and of immigrant and non-immigrant newly appointed foreign teachers are presented. Appendices include data on the immigration of university teachers to Ontario in 1975, notes on the previous employment of university teachers, and a press statement by the Canadian Department of Manpower and Immigration on foreign academics.
