Abstract | Equal access in public higher education is discussed because the public system is more susceptible to modification through changes in public policy. Related issues are: (1) selectivity of public institutions; (2) student characteristics; (3) educational resources and benefits; (4) student financial aid; (5) educational expenditures; and (6) educational goals. The issues of admissions and access cannot be resolved without a more careful consideration of the desired objectives of the higher educational system. Regardless of what our objectives might be, the existing hierarchical public systems do not present a set of opportunities that are even remotely equal for all students. (Author/KE) |
