Abstract | Quoting the Czech Minister of Education the author emphasizes that "Secondary education has become beyond any doubt the most important part of the educational systems in Europe ... . The conference 'What secondary education for a changing Europe?' held in Strasbourg in Dezember 1996 marked the completion of the Council of Europe's project 'A Secondary education for Europe' launched in 1991. " That is why most of the contributions in this issue are taken from papers prepared as country reports and as series of thematic workshops for the various symposia held in the framework of the Education Programme of the Council of Europe between 1992 und 1996. A greater part of this article the author dedicates to questions of curriculum development. "National and core curricula represent the most significant new elements in today's curriculum policy. They are, ( as he stresses) "the natural counterpart to decentralisation and to school autonomy." Change and continuity, structural reforms, assessment and evaluation - these are some other aspects analysed by the author. (DIPF/Ba.) |
