Abstract | The authors examine current developments using data from a 16- country study investigating major issues facing vocational education and training. They present the arguments for and against convergent trends in areas of supra-national regulation, the role of transnational business, the effects of organisation and technical change on occupations and inter-national policy 'borrowing' and then go on to analyse how different systems have reacted to pressures they are undergoing in terms of policy development and structural alteration. In context in which the European Commission is interested in highlighting convergent trends and developments, the authors conclude that, though general directions of reform show some common trends (always of course conditioned and limited by the historical legacies), these cannot be considered to be convergences because these trends are developing within a framework of decentralisation. Though decentralisation does not take on the same form in all systems, it establishes a form of delegation, or subsidiarity, to regions and localities in all of the countries examines which will act in contradiction with trends to convergency.
