Abstract | Directed at persons who are not experts in program evaluation or workplace literacy, this handbook provides various options and processes that can be used for formal evaluation of workplace literacy programs. The handbook is organized in six sections. An introductory section acknowledges the weaknesses of any evaluation attempt. In the second section, definitions of workplace literacy are offered. The variety of existing programs, the stakeholders in workplace literacy, and good practices are described; and a rationale for the evaluation of workplace literacy programs is developed. Section 3 introduces formal program evaluation, presents three steps of the evaluation process, and outlines the evaluation report. In section 4, information gathering and analysis are explored, including gathering data on factors in the environment and on program factors. The fifth section provides a background and rationale for evaluation of workplace literacy programs through a review of literature; 28 references are listed. The sixth section examines the technical aspects of formal evaluation, including defining evaluation, its purposes, data gathering methods and tools, data analysis, and tools for communicating the findings.
